- NASA/JSC plans to issue a Request for Offer (RFO) for the manufacture, test, and delivery of (1) thirty 0.3 Second Time Delays and (2) fifty Side Hatch Thruster (Jettison) Cartridges. (1) The 0.3 Second Time Delay is a part of the Overhead Window Crew Escape System, which is used in the event of a ground emergency requiring crew escape through the overhead window. The time delay is installed in the pyrotechnic chain between the t-handle and the inner window. The time delay allows the outer overhead window to be released prior to releasing the inner window. (2) The Side Hatch Thruster (Jettison) Cartridges are part of the side hatch jettison system that is to be used in the event of an Orbiter bail out or emergency ground evacuation after landing. Part of the system consists of 3 thrusters, which each have 2 pressure cartridges, that send the 310 pound hatch assembly out at 35 MPH within an 8" stroke. Producing and delivering the above items requires a vendor to go through qualification testing, which requires numerous tests, and a time frame of at least two years to complete. This qualification requires a vendor to generate hardware, generate tooling drawings, and maintain baseline configuration control of all drawings. In addition, the vendor would be required to generate assembly procedures, which are necessary to safely assemble the 0.3 second time delay units and the hatch jettison cartridges in accordance with state and federal regulations. Next, the vendor would be required to generate acceptance test procedures to facilitate acceptance of each lot. Finally, the vendor would be required to perform qualification testing in accordance with NSTS 08060. This testing involves the following tests as a minimum, thermal cycling, vibration, pressure cycling, margin demonstration, auto ignition, and an eight-foot drop test. NASA/JSC intends to purchase the items from the qualified vendor, Goodrich Corporation, Universal Propulsion Company (UPCO). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as contemplated by the provisions of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time (CST) on March 4, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
