This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be released. Proposals are being requested and a written solicitation will not be issued. Solicitation number CS-I-03-21955 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-11. The standard industrial classification code (SIC) is 111310. The small business size standard is 0.5 million in average annual receipts. This requirement will result in a firm fixed price contract. The following FAR clauses and provisions apply to this acquisition: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation/Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets the technical requirements, deliver, and provides the overall most advantageous proposal to the Government, price and other factors considered. Offerors must include a signed copy of the Representation and Certifications with their offers; FAR 52.212-4, Contract Terms and Conditions/Commercial Items applies to the resultant contract along with FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items with the following additional FAR clauses in paragraph (b): 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activity; 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veters; 52.222-36, Affirmative Action for Special Vietnam Era; and 52.225-3. This solicitation is 100% small business set-aside. Offers are due to the Contracting Officer on 6 March 2003, (not later than 3:00 p.m. local time) at the U.S. Customs Service, Field Procurement Services Branch, 6026 Lakeside Boulevard, Indianapolis, IN 46278. All responsible small business sources may submit a proposal which shall be considered by the agency. The specific requirement is listed as follows: The U.S. Customs Service (USCS) has the need to acquire Chinese garlic from the major garlic growing regions of China for research involving the country of origin of this commodity. Laboratories and Scientific Services submits this notice for the collection of authentic Chinese garlic bulbs from the major garlic growing regions of China. Entities seeking this contract must be able to demonstrate experience and competency in performing the task outlined in the scope of work. The scope of work includes the following; Sample ? Collecting a total of 24 one-kilogram samples of only fresh picked mature garlic from the fields in the major growing regions. Samples of immature garlic bulbs or bulbs collected from storage bins are not acceptable. Collection ? Period- Collecting the samples that will represent only the harvest of the first Chinese 2003 crop in the major growing regions. Samples collected from previous harvest or samples representing a mixture of 2003 and previous harvests are not accepted. At a minimum, authentic samples shall be collected during the month of May. Location ? Determining the major growing regions and providing authentic samples from each region. At a minimum, authentic samples shall be collected from southern China. Packaging ? Packaging the samples in mesh plastic bags. The samples shall be collected according to the federal rules of evidence. Specifically, the samples shall be self-authenticated through the use of secure and tamper proof seals at the time of collection and thorough chain of custody documentation shall be maintained. Shipping ? Shipping arrangements (including import requirements) of the samples from China to the Customs Laboratory in Savannah, Georgia utilizing U.S. Customs an existing import permit for garlic. The samples and a report detailing the collection process, sample weight per region, and chain-of-custody shall be delivered to U.S. Customs Service?s Savannah, Georgia laboratory. Samples shall be sent by overnight or express courier such as Federal Express or DHL. Coordination ? Establishing all necessary connections and acquire permission to collect the samples from the major growing regions in China. Documentation Identifying the major garlic growing regions in China and a sample collection schedule that matches the harvest of the first Chinese 2003 crop in the major growing regions. Providing certified information of variety and geographical area of each sample collected. Providing certified information of the date, time, location (town, GPS coordinates or map indicating sample collection points, and region), name, address, and telephone number of individual(s) collecting each sample.
