- Description
- The Coast Guard Civil Engineering Unit, Juneau, Alaska, requires professional construction cost estimating services on an as-needed basis in support of various design projects. Most projects will involve planned renovation and repair of Coast Guard shore facilities in Alaska. The A-E shall be capable of producing detailed construction cost estimates based on construction drawings alone or specifications along with accompanying drawings. Cost estimates may be required at various stages of design completion as well as at 100%. The estimator may be required to take into consideration the anticipated acquisition method of the proposed project. All work submitted to the Coast Guard must be in accordance with The Construction Specification Institute (CSI) format. Delivery will generally be required within 14 calendar days after issuance of a task order. The A-E must be proficient in electronic correspondence. The selected firm will be required to sign a security agreement regarding disclosure of procurement information. The selected firm will be required to provide proposed overhead, profit and hourly rates for disciplines to the Contracting Officer within seven working days after receiving notification of final selection. The resultant contract will be a fixed-price IDIQ A-E contract. The total cumulative amount will not exceed $50,000 per year and shall not exceed $25,000 per task order. The contract will provide for a minimum guarantee of $5,000 during the effective period of the contract. The effective period of the contract will be for one year from the date of award, with one renewal option. The total life of the contract shall not exceed two years. The Government reserves the right to make multiple awards. Following a review and evaluation of qualification and performance data, negotiations will be commenced with the top-ranked firm on the selection list for this project. Selection of a firm for negotiation is through an order of precedence based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional service required, as determined by applying the following criteria: 1. Professional qualifications necessary for satisfactory performance of the required services (must be able to complete services in-house); 2. Specialized experience and technical competence in the type of work required; 3. Capacity to accomplish the work within the required time frame (include information as to the firm's capability to accomplish this work); 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, accuracy of past construction cost estimates, and compliance with performance schedules (include names and phone numbers of references); 5. Location in Alaska and knowledge of construction and related costs in Alaska; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. The NAICS Code is 541330. This procurement is issued on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Act. This is NOT a small business set-aside. Qualified firms desiring consideration shall submit a Standard Form 254 and Standard Form 255 prior to the close of business (4:00 PM) on March 17, 2003. Firms having a SF-254 already on file with this office for calendar year 2003 need only provide the SF-255. (The SF-254 and SF-255 may be obtained via the Internet through the GSA Electronic Forms Library at http://www.gsa.gov/forms/). In Block 10 of SF-255, state why your firm is specially qualified based on the selection evaluation criteria (supplemental pages may be added). Also, use Block 10 to provide additional information desired by your firm. Only the SF-254 & SF-255 will be reviewed. DO NOT SEND ANY OTHER LITERATURE. Experience identified in Block 8 should not be more than five years old. The SF-254 and SF-255 shall be annotated with the Reference Number DTCG87-03-R-643089.
