- This Sources Sought Notice seeks capability statements from qualified small business concerns (NAICS code 541611, small business size standard is $6 million) for competitive consideration. The Centers for Disease Control and Prevention (CDC) intends to issue multiple indefinite delivery, indefinite quantity competitive task order contracts to supply technical support services to the CDC, its grantees, and other partners in the delivery of HIV, STD, and TB prevention programs, care/support included in Global Aids Program and related prevention services. In addition, technical support will be provided to strengthen the capacity of governmental and the non-governmental/community prevention infrastructure in support of HIV, STD, TB and related services; to assist in the implementation of systems to ensure the quality and integration of services (particularly HIV, STD, TB) as well as linkages to treatment and cure; and to provide technical assistance in all aspects of program planning, implementation, and evaluation. In order to accomplish this task, it is anticipated that the contractor will form partnerships with organizations having large networks of experts able to address the topics and needs of the Government and its grantees. The Contractor shall provide ongoing technical support in the form of consultation, guidelines, training, capacity building and performance of surveillance, prevention interventions, and program planning, management, and evaluation. The contractor shall be responsible for coordinating and conducting complex surveys, focus groups, workshops, and evaluations. Specifically, the contractor shall be required to perform complex evaluation study designs, case studies, economic evaluations, data collection and analysis, impact evaluations, onsite program assessments, pilot studies, demonstration programs; formative research services, and other relates tasks. The contractor shall be responsible for design, development, and implementation of training services for prevention programs including provision of curriculum development, training aids, and need assessments. Interested small business firms having the capabilities to perform this work must demonstrate and document, in any capability statements submitted, extensive experience performing the above tasks and especially must demonstrate the capability to administer and coordinate these interrelated tasks in an effective and timely manner. It is estimated that 15-20 new task orders will be issued per year with a total value of $5M to $8M per year. A significant amount of this work will be ordered and started during the period June through September. Sources possessing experience and demonstrated capability to accomplish the above are to supply pertinent information in sufficient detail to demonstrate their ability to perform the required services. Information furnished must not exceed 10 pages and should include background information, contracts both Government and commercial for similar services, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, for the CDC to perform a proper evaluation of your capability statement. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government?s use of the information. Any statement in response to this sources sought announcement must identify their size status.
