Description
Furnish all labor, material and equipment necessary to install relocate an existing Torit dust control system and associated mechanical equipment at U.S. Coast Guard Sandy Hook Station, Monmouth County, NJ. The work also includes the installation of a concrete pad and two nine-inch protection bollards. All work shall be required to be completed within 30 calendar days after receipt of the Notice to Proceed. Pre-bid site visits are STRONGLY encouraged. This Request for Quotation is being issued pursuant to the Small Business Competitiveness Demonstration Program and is restricted to Emerging Small Business Concerns which is defined as those firms having average annual receipts for the previous three fiscal years of $6 million or less. This project is estimated under $25,000. The applicable NAICS Code is 238290. The tentative date for receipt of quotes is 11 March 2003. Interest bidders with Internet access are requested to obtain bid packages at the website described below. Bid packages will be available on or about 18 February 2003. Bid packages are also available upon Fax requests sent to the Contracting Officer at 718-354-4365 All relevant solicitation documents including specifications and drawings may also be accessed for download for free commencing on the date of issue at the following website: http://www.eps.gov. Any amendments issued under this solicitation shall also be posted on this website. Also, you may refer to a list of other printers on the U.S. Coast Guard CEU/PROVIDENCE website at http://www.uscg.mil/mlclant/ceuprovidence. Printers on this list may be able to download and print the solicitation and drawings and specifications for a fee. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. All responsible sources are invited to submit a proposal, which shall be considered by the Coast Guard.
