- NA On behalf of the Office of the Assistant Secretary of the Army Installations and Environment (ESOH) and in accordance with FAR 6.302-1, the Defense Contracting Command-Washington, DCC-W, intends to award a sole source contract to Concurrent Technologies Co rporation (CTC) for the Mobile PEPS Deployment and Validation Program support. Vanguard Research Incorporated (VRI) produced the first proprietary PEPS unit while performing as subcontractor to CTC. One-time employees of VRI have formed the Enersol Tech nology company, which now holds all rights regarding the PEPS system. CTC is the only contractor that currently has the technical and management expertise needed to complement Enersol Technology?s expertise. The primary focus of this project will be depl oyment testing to assess the reliability, maintainability, and overall effectiveness of the Mobile PEPS unit to treat wastes on site. Demonstration testing will verify that the mobile PEPS unit meets environmental requirements for air emissions; liquid an d solid waste disposal, Destruction and Removal Efficiencies (DREs), and Toxicity Characteristic Leaching Procedure (TCLP) testing of the vitrified residual slag. The testing series on DoD and possibly other commercial type wastes will validate the utilit y, effectiveness and economics of the system for future users within and outside the Government expanding its domain of applications. The period of performance is for approximately 18 months. It is anticipated that the resultant contract will be a cost p lus fixed fee contract. There is NO solicitation document. Capabili ty statements must be received by this office within 45 days from publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A ward is anticipated on or about 7 Apr 2003. This announcement is in accordance with FAR 5.101(A)(1).
