Description
NA This proposed procurement is Unrestricted, SIC 1629 and the NAICS is 237990 with a Size Standard of $28,000,000.00. Wilkes-Barre Phase 2B Flood Protection procurement is being advertised as a Request for Proposal (RFP). This request for proposal requires separate technical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible sources may submit a prop osal, which shall be considered by the agency. Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Completion of work is required no later than five hundred (500) calendar days. Work consists of the installation of a reinforced co ncrete closure structure, which includes a steel sheet pile seepage cutoff and steel H-pile foundation. Other elements of work include fabrication of aluminum closure panels and steel post, removal of a portion of a stream tunnel, partial demolition to a stone masonry wall, construction of levee embankment and storm drainage system. Modification work includes changes to the steam lines, concrete relief culvert including grouting and wooden flap gates. The installation of steel sluice gates and a concrete closure structure across a railroad line and small masonry building. Large business firms must submit a Subcontracting Plan with their bid. The subcontracting goals are forty-three point eight percent (43.8%) for small businesses and of that forty-three point eight (43.8%) the following subsets are applicable: eighteen percent (18%) for small disadvantaged businesses, six point five percent (6.5%) for women owned small businesses, three percent (3%) for HUB Zone businesses, three percent (3%) for veteran owned small businesses and three percent (3%) for disable veteran owned small businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considere d for award of a Federal contract. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Sm all Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format , free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation is the Internet only. This solicitation will not be issued in paper.
