Description

The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station (NSWCDD-CSS), Panama City, Florida 32407-7001 intends to award a purchase order to Innovative Consulting, Inc., 1717 Beck Avenue, Panama City, FL 32405 on a sole-source basis for services to support the integration of Magneto-inductive communications into Mine Warfare programs. Specialized knowledge in the areas of electromagnetic field theory, signal analysis, and stochastic processes is required for completion of this task and Innovative Consulting is uniquely qualified to provide the services required in this order. Innovative Consulting provided primary support for the initial development of the Near-Field Electromagnetic Propagation In Conductive Media ? EXCEL Workbook Users Guide. Any other contractor would be required to duplicate a significant amount of this previous work in order to establish the knowledge base that Innovative Consulting has, which it is estimated would increase the cost by 60%. The period of performance will be from award through 30 September 2003. Delivery will be to the Coastal Systems Station, Panama City, FL. A firm-fixed-price order is anticipated. NAICS Code 541330 applies. Size standard is $4M.
