Description

The National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), Atmospheric Turbulence and Diffusion Division (ATDD) is issuing notice of intent to negotiate a sole source procurement with Wood International Inc. to provide consulting services for ATDD computer network configuration. The contractor shall provide the following services: Maintain server, router, switches, cabling, disk backups, and security patches, and handle all contacts with the internet connection through the Department of Energy's ESNet; Advise the ATDD Director and staff about improved methods for security-related items such as off-site backups, etc., and other system problems; Provide assistance to ATDD staff with PC's and laptops including maintenance of a secure Webmail capability for off site access to e-mail; Continue developmental efforts of a data base system to provide real-time data display and rapid retrieval for data analysis; Maintain operation of a Linux workstation cluster devoted to mesoscale modeling for local wind forecasts; Assist ATDD scientists in developing and maintaining a Linux-based data storage system that will collect and store data for immediate use by NOAA and other agency dispersion modelers; and Rework shell scripts used to retrieve model initialization data, conduct model runs, and disseminate model output data as needed. The proposed requirement is an extension of previous services provided by Wood International Inc. and previous data will be compared with the results of the newly acquired data. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by March 6, 2003. Written requests may be faxed to (757) 441-3786. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
