- Description
- The U.S. EPA intends to negotiate on a sole source basis with Cratech, Inc., Tahoka, TX, utilizing its unique biomass pressurized feeding system, to determine the molar composition and characteristics of the syngas. The contractor shall operate its pressurized fluid bed gasifier and gather data to determine the system's performance relative to optimization of the pressurized feed, gasification, and gas clean-up for integration with a gas turbine engine and complete design modifications required to integrate the existing solar turbine engine/generator set with the gasification system. EPA will utilize this information to evaluate the performance and potential environmental impact of this unique design and viability of this technology as a desirable alternative renewable energy technology. The U.S. EPA believes that only Cratech, Inc. is uniquely qualified to meet this requirement as it has the only pressurized fluid bed gasifier coupled with a hot gas filtration cleanup subsystem designed specifically to be fueled with biomass. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 15. The anticipated award date is 9/30/03. See numbered note 26.
