Description
Laboratory Testing for Human Immunodeficiency Virus (HIV) - The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting bids for the testing and identification of Job Corps students who may have been infected with the AIDS virus - HIV. Tasks to be accomplished by the contractor shall include: 1). Providing each center with supplies and equipment as needed for collection and preparation of blood specimens; 2) Arranging for pickup/delivery of specimens to lab from urban, suburban, and rural centers including sites in Alaska, Hawaii, and Puerto Rico; 3) Coding specimens to ensure confidentiality, in a manner approved by lab and Job Corps National Office; 4) Analyzing specimens by the ELISA test and by WESTERN BLOT for confirmation of ELISA positive tests; 5) Reporting individual test results to specific designated center staff; 6) Reporting Job Corps wide results to the National Office of Job Corps; 7) Assuming responsibility for quality control of laboratory procedures; 8) Providing monthly billing to the National Office of Job Corps Representative; and 9) Providing an online system with secure access for each center to request testing and obtain results, if the center can support an online system. The period of performance for the prospective award will be twelve (12) months, from the date of contract execution, plus four 1-year options to extend at the government's discretion. This requirement is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 621511 and the Size Standard is $11.5 million. Invitation For Bids will be available on our Department of Labor, Employment and Training Administration's Internet Home Page at http://www.doleta.gov, approximately 15 days from the date of publication. Invitation For Bids in hard copy form will also be available upon written request, only on a first come, first-served basis, until the supply is exhausted. Requests must cite IFB-DCS-03-13 and must include two self-addressed labels. Failure to enclose labels may cause a delay in receipt of the solicitation. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. The bid opening date will be April 10, 2003 at 2:00 p.m. local time. Bids are to be sent and/or hand delivered to the above address to the attention of Dayle White. Faxed bids will not be accepted. No collect calls will be accepted. It is the sole responsibility of the offeror to continually view the website for any amendments made to this solicitation.
