- The U.S. Department of Energy?s (DOE?s) Idaho Operations Office intends to issue a sole source contract to General Atomics Technologies (GAT) on a basis of other than full and open competition. The exception to competition is 10 U.S.C. 2304(c)(1) ? only one responsible source has the unique capabilities to provide the services. The purpose of the proposed contract is to obtain services from GAT for DOE?s Advanced Gas Reactor Fuel Development and Qualification program. Based on its experience with Gas Reactor plant construction and operation, fuel fabrication experience, core design, neutronics, fuel performance, and safety analysis capabilities, GAT will work with DOE National Laboratories to: (1) perform a reactor fuel loading study for an Advanced Gas Reactor and Very High Temperature Reactor and establish a preliminary fuel product specification; (2) assist in the development of fuel and coated-particle fuel characterization and testing methods; (3) participate in coating process studies of German and U.S. historical information to set the coating process baseline and plan the testing program; (4) provide technical support to small coater development testing efforts; (5) assist in efforts to analyze potential approaches to achieve an equivalent TRIGA release-to-birth (R/B) test; and (6) assist in fuel performance modeling and fission product transport tests. A five year cost-plus-fixed-fee contract is anticipated consisting of one base year with four one-year options with an estimated value of $2,500,000. Sources believing themselves capable may submit a statement of capability to the DOE ID Contracting Officer. The statement should be a brief, concise explanation of company and key personnel experience and qualifications that it believes establishes an ability to provide the needed services. Any statements of capability received will be evaluated solely for the purpose of determining if the exception to competition stated in this announcement remains valid. A Request for Proposal (RFP) document is not available and DOE will not respond to any requests for an RFP. Capability statements must be submitted via e-mail to Mr. Wade Hillebrant at hillebtw@id.doe.gov no later than April 14, 2003.
