- NA The John A. Volpe National Transportation Systems Center (Volpe Center) is assisting the U.S. Environmental Protection Agency (EPA) in the disposal of asbestos contaminated vermiculite insulation material from the city of Libby, MT. The Volpe Center intends to procure on a non-competitive basis with Lincoln County Landfill, Libby, MT, as a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Part 13, and Subpart 12.6, as supplemented with additional information included in this notice. The disposal of 25,000 cubic yards of asbestos contaminated material, with the common brand name ZAI Zonolite, is required. The Government reserves the options to dispose of an additional 125,000 cubic yards, for a total of 150,000 cubic yards, of co ntaminated material in 25,000 cubic yard units. Libby is located within Lincoln County, in the northwest corner of Montana, 35 miles from Idaho and 65 miles south of the Canadian border. Libby is accessed via Montana Highways 2 and 37 as well as rail lines operated by Burlington Northern Santa Fe Railway. The disposal center should be fully licensed to dispose of asbestos contaminated materials and will be required to comply with all federal, state and local regulations. The asbestos contaminated insulation will be disposed at a fully licensed asbestos disposal facility. The government will be responsible for the removal of ZAI Zonolite from all affected buildings as well as the loading of the insulation into the transport vehicles, and transportation. Interested disposal sites are requi red to submit a maximum of five, but not less than three pages of documentation in support of the following information: (1) Company name, company address, contact name, contact phone number, and contact e-mail address, (2) The location of any proposed disposal facility. (3) Discussion of any treatment method to be used at the disposal facility as well as any limitations, restrictions, or conditions on the disposal of the asbestos contaminated material, (4) EPA disposal facility identification number. The documentation must be submitted before close of business March 17, 2003. The North American Industrial Classification System Code (NAICS) is 562211. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.30 2. This notice of intent is not a request for competitive quotes. RFP issuance will be on or about March 17, 2003. A determination by the Government not to compete this proposed contract based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement.
