Description
The National Institute on Drug Abuse plans to procure services from a qualified organization having the capability to perform in vitro receptor binding assays on a wide variety of receptor targets, and perform follow-up binding and functional assays using appropriate in vitro biological systems. This is a follow-on procurement to contract number N01DA-8-8089 with Novascreen Biosciences Corp (formerly Oceanix Corp.) Offerors must have the capacity to perform high throughput screening of a large number of compounds at a single receptor or transporter target, with appropriate follow up assays. Proprietary test compounds will be evaluated in established assays, and the resulting data will be utilized by the Cocaine, Methamphetamine and Opiate Treatment Discovery Programs of the NIDA Division of Treatment Research and Development. Due to the nature of the compounds which will be evaluated under the awarded contract, it is mandatory that offerors possess a DEA Research Registration for Schedules II to V in order to handle substances under the Controlled Substances Act of 1970. In addition, the successful offeror must either possess, or demonstrate the ability to obtain a DEA registration for Schedule I controlled substances. NIDA expects to award a five-year contract for this procurement. RFP No. N01DA-3-8839 will be available electronically on or about March 26, 2003 and may be accessed through the Internet at: www.fedbizopps.gov or through the NIDA website address: www.nida.nih.gov/RFP/RFPList.html. The streamlined RFP for this acquisition includes only the Work Statement, Deliverables and Reporting Requirements, Special Requirements and Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. The electronic RFP contains all information needed to submit an offer. No printed version of the solicitation document or source list is available. All responsible offerors may submit a proposal for the government's consideration. Proposals will be due on or about May 12, 2003. Following proposal submission and the initial review, the Contracting Officer may require additional documentation from offerors in the competitive range. This advertisement does not commit the Government to award a contract. See Note 26.
