Description
NA Contract Specialist is Andrea Armstrong, 254-287-5820. Contracting Officer is Rebecca Coon, 254-287-5479. Pursuant to 10 U.S.C. 2304(c)(1), it is the intent to award a sole source contract to Inter-Coastal Electronics, Inc. (ICE) of Mesa, AZ, in view of the fact that the TESS/CHOICE systems operate based on proprietary software developed by ICE. The manuals, test equipment, maintenance procedures, etc. are all proprietary to ICE. The proposed, follow-on contract, is a Firm Fixed Price Requirements type contract for logistical support utilizing the Tactical Engagement Simulation System (TESS) and the Combined Homestation Operations in a Combat Environment (CHOICE) system for the Collective Training Instrumentation System in use by 21st Cavalry Brigade (Fort Hood, TX) in the execution of the Longbow Unit Fielding and Training Program (UFTP). TESS is a complete deployable Home Station Instrumentation (HIS) suite that has been tailored for the Longbow Apache Battalion. It consists of both air and ground components to provide realistic multi-echelon training for gunnery, collective and force-on-force training. CHOICE is a simulation training system that provides player-to-player communications, decentralized engagement adjudication, and real-time operations monitoring through the Mobile Command Control system. It is a rangeless homestation training simulation system. The proposed initial contract period is from 1 April 2003 or date of award, through 1 year with 4 option years. The scope of this contract is to provide management with the logistical support to include all hardware and software repairs and maintenance through full-time, on site support. Interested offerors who can demonstrate the capability to provide the hardware, software, test equipment, repairs and maintenance required for the TESS/CHOICE system, must respond within 5 days from the published date of this synopsis.
