- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in the notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number 60181-3-Q191 is issued as a Request for Quotation and incorporates provisions and clauses that are in effect through FAC 2001-12.1 FAR 52.219-6, Notice of Total Small Business Set Aside is applicable to this acquisition. The NAICS code is 115310 and the small business size standard is $6.0 million. The following attachments apply to this acquisition and detail the requirements: 1. Engine Statement of Work 2. Evaluation Factors This RFQ incorporates the following provisions and clauses. The full text may be accessed electronically at www.arnet.gov/far. Include a completed copy with offer; FAR 52.212-4 Contract Terms and Conditions - Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; FAR Buy American Act - Supplies; FAR 52.222-49 Service Contract Act - Place of Performance Unknown. Wage determinations have been requested for MT, WY, UT, CO, ND, SD, KS, NE. Offerors who intend to perform in a place or area of performance for which a wage determination has not been attached or requested may nevertheless submit bids or proposals. However, a wage determination shall be requested and incorporated in the resultant contract retroactive to the date of contract award, and there shall be no adjustment in the contract price.; FAR 52.217-9 Option to Extend Term of the Contract, see Section F.1.1 in the statement work; FAR 52.236-7 Permits and Responsibilities; DIAR 1452.228-70 Liability Insurance. Liability amounts are $300,000 each person, $1.0 million each occurrence, and $100,000 property damage. FAR 52.216-27 Single or Multiple Awards DIAR 1452.242-07 PAID What is PAID? PAID is the U.S. Department of the Treasury's Payment Advice Internet Delivery system available to government vendors. It provides vendors with invoice payment information included with an ACH deposit. How does PAID work? You simply access the database using a user ID and password that you have personally selected. You can look up all payments, or search by invoice number, amount, or date or date range. A vendor has the option to select payments from U.S. Fish and Wildlife Service or from any agency signed up for PAID. What type of information is displayed? PAID provides the invoice number, payment amount, date of payment, and other remittance information such as interest penalty or discounts taken. How much does PAID cost? PAID is free to vendors with Internet access. How do vendors register for PAID? It's simple! Registration is done on-line. Follow the prompts at the website: http://fms.treas.gov/paid Register using you Taxpayer Identification Number (TIN) and then select a user ID, password, and a specific method of delivery. How can vendors get payment invoice information delivered? Web access to payment data E-Mail notification and web access E-Mail delivery of payment data (remittance advice) and web access; RESPONSES ARE DUE - March 24, 2003 by 4:00 MST.
