Request for Proposal Restructure and Reformat Two Documents for the U.S. Commission on Ocean Policy RFP SUMMARY The U.S. Commission on Ocean Policy is seeking a contractor to restructure and reformat two documents pertinent to the U.S. Commission on Ocean Policy?s Final Report. One document is a synthesis of testimony from public meetings held by the Commission between September 2001 and November 2002. The second document is a summary of individual testimony from approximately 500 people who testified before the Commission at those meetings. STATEMENT OF WORK The contractor will be supplied with design templates for both documents. The majority of the text for these documents is currently in Microsoft Word 2002. The contractor will be required to manipulate and integrate the text into the two new templates. The text to be restructured by the contractor must accurately reflect all of the text contained in the electronic files provided. The contractor will also create two alphabetical indexes based on information provided by the Commission. DESIRED QUALIFICATIONS The Commission staff will initially provide the contractor specific instructions regarding the production of these new documents. Thereafter, the Commission will expect the contractor to have the skills and expertise to work independently and ultimately produce an error-free, camera-ready document to transmit to the Commission?s printer. Other desired qualifications include previous experience: ? Using or building data bases. ? Manipulating and organizing information from multiple electronic files. ? Sufficient time through May 2003 to devote to this project. ? Proximity to the Washington, D.C., metropolitan area. COST PROPOSAL Potential contractors are requested to provide an hourly rate for work to be performed and an estimate of the hours required to complete the task. RECOMMENDATION FOR ELIGIBLE CONTRACTORS The Commission encourages eligible contractors to visit its headquarters at 1120 20th Street, NW, Suite 200 North, from 10:00 a.m. to 12:00 p.m. or from 1:00 to 3:00 p.m. on March 14, 2003. This open house will provide contractors more specific information regarding the level of effort required for this RFP. PROPOSAL AND DELIVERY TIMELINES: The deadline for proposals on this project is 5:00 p.m. March 21, 2003. The deadline for delivery of camera-ready copy to the printer is five weeks from the award of the contact (expected to be late March or early April). DUTIES The contractor?s duties would include: ? An initial meeting with the Commission staff to ensure a good understanding of the expectations for the final products. ? Weekly progress reports by phone or e-mail. ? Transferring the data from electronic files into the two new templates. ? Keeping track of the data for the reports, and ensuring its accuracy as it is transferred. ? Indexing the information as requested by the Commission in the summary document. ? Categorizing the presenters into an additional field in the summary document. ? A final draft of an initial chapter for both documents for approval by Commission staff within one week of the start of the project. ? Build an alphabetical list of acronyms based on the text. DESIRED QUALIFICATIONS ? Be able to work independently with little daily oversight from Commission staff. ? Have access to, and sufficient proficiency in using, the necessary hardware and software to do the work required by the Commission. ? Previous work using or building databases. ? Previous work manipulating and organizing the information from multiple electronic files. ? Has sufficient time through May 2003 to devote to this project. ? Proximity to D.C. a plus.
