- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) sub part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quote (RFQ) F1LGTO021770300. 496 ABS/PK, Moron AB, Spain is seeking quotes for Quantity 2 EA Station Wagons (Ford Focus or Equal)meeting the item description: MODEL YEAR: 2003 (not used) STYLE: Liftgate VOLUME INDEX: 106 cu. ft. WHEELBASE: 2495 mm HIP/LEG ROOM REAR SEAT: 1250/860 mm ENGINE: 1.8L gas or diesel TRANSMISSION: automatic or manual TIRES: 14/P185 PASSENGER CAPACITY: 5 SEATBELTS: available for all passengers AIRBAGS: driver and passenger CLIMATE CONTROL: A/C and Heater The vehicles shall be delivered to the Moron Air Base Motor Pool: 496 ABS/LGTO - F78225 Unit 6585 BLDG 145 Moron, AB, Spain APO AE 09643. The vehicles shall be FOB Destination; offeror's quotes shall annotate as such. The vehicles shall be delivered within 30 days after delivery of contract (ADC). Quotations for this solicitation are due to the 496 ABS/PK office not later than 1400hrs (local) 26 Mar 2003. Offerors must include in thier quotations the following: (1) completed copy of the provision at FAR 52.2123-Offeror Representations and Certifications--Commercial Items; (2) Documentation of Commercial and Government Entity (CAGE) code and Contractor Establishment Code (DUNS number). The following incorporated provisions and clauses are applicable to this solicitation and incorporated by full text:52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: FACTOR 1: TECHNICAL CAPABILITY FACTOR 2: PRICE FACTOR 1: TECHNICAL CAPABILITY In order to be considered for award, the offeror MUST SUBMIT A TECHNICAL PROPOSAL. For the purpose of this solicitation, a manufacturer's product data sheet or published liturature, which describes the specifications listed in the item description may constitute as a technical proposal. The technical proposal must provide all information and/or requirements listed in the item description of line item 0001. The technical proposal will be evaluated as either acceptable or not acceptable. The item description describes the minimum needs of the government. For the technical proposal to be considered acceptable, it must MEET OR EXCEED the MINIMUM requirements as described in the item description. Technical proposals which EXCEED the minimum needs will NOT have an advantage over Technical Proposals which MEET the minimum needs. Offers without a technical proposal WILL NOT BE CONSIDERED FOR AWARD. FACTOR 2: PRICE Only price quotations submitted by offerors whose technical proposals are determined to be technically acceptable will be considered for evaluation. The price must be determined fair and reasonable in accordance with FAR 15.404-1(b) Technical capability and price, when compared are of equal value. Award will be made to the lowest price, technically acceptable, responsible offeror. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of clause) 52.215-5 Facsimile Proposals (Oct 1997) (a) Definition: Facsimile proposal, as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (d) If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document -- (1) The Contracting Officer immediately shall notify the offeror and permit the offeror to resubmit the proposal;(2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and (3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. (e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal. 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text.
