Description
This is the second of three Sources Sought Notices requesting information needed by the Government prior to release of any potential solicitation. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. If you responded to the first sources sought notice, you do not need to reply again. This is NOT a request for proposal and in no way obligates the Government to award a contract. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is seeking sources capable of providing Civil Engineering Technician Services to private landowners throughout the United States to include field investigations and topographic surveys, inventories of soils, livestock, water resources, collection of data for planning, design and construction of soil and water conservation practices; these services include surveying (using state of art survey equipment), drafting (using CADD), conducting soils investigations, performing designs of conservation practices, providing construction quality assurance during the construction of these conservation practices; training of other staff and partner agency staff in providing these services to landowners. The services provided include explaining applicable USDA, NRCS programs and working cooperatively with local Conservation District staff and other partner agencies. Currently the NRCS in house work force is performing the services. It is intended to perform a cost comparison, pursuant to OMB Circular A-76 in conjunction with all other applicable USDA and government acquisition regulations. The requirement will fall under the NAICS code 541330, Civil Engineering Technician Services. All valid e-mail responses from prospective offerors must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Responses without the aforementioned information will not be recognized as valid. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: (1) For North American Industry Classification System (NAICS) code 541330, is your business a large or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a Certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL NOT BE ACCEPTED. The solicitation will be made available on the internet when it is released. The specific URL is not available at this time. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation may be released in approximately September 2003. It is recommended that you respond to this notice, including all of the information above. It is the responder?s responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should immediately be sent via e-mail to the Contracting Officer. The Government is not responsible for inability to deliver e-mail. All sources that request to be notified will be considered by the agency and will be informed via e-mail.
