Description
This is the first of two Sources Sought Notices requesting information needed by the Government prior to release of any potential solicitation. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) is seeking sources capable of providing clerical support services at the NRCS Office located in Beckley, WV. The duties include, but are not limited to, ability to assist District Conservationist with NRCS financial assistance programs related to delivery of Farm Bill Programs. Provide program information and assistance to NRCS staff, federal, state, local agencies and private landowners and technical service providers. Provide information to producers concerning NRCS Farm Bill financial assistance programs, including handling initial sign-ups, receiving requests for cost-sharing, processing agreements/contracts, reviewing supporting documentation, and notifying producers of approval or disapproval of requests for assistance. Develops and maintains databases containing proprietary information related to Farm Bill programs. Reviews and maintains program notices, handbook, amendments, and similar materials. Provides typist services with general computer knowledge of various software applications (such as: msword, excel, access, windows explorer, outlook, internet explorer, WebTCAS, etc.). Inputting computer data in various formats, compose and prepare routine correspondence, emails, and reviews all outgoing correspondence for proper format, correct spelling, typographical accuracy, correct grammar, and ensures proper enclosures/attachments. Types draft and final documents for a variety of technical and non-technical reports, letters, minutes of meetings, forms, etc. Prepares requests for travel including, scheduling transportation, making hotel reservations, preparing travel vouchers and inputting vouchers on-line using NRCS?s travel entry and inquiry system. Maintain and update reports, distribute and maintain files in accordance with NRCS Directives Management Regulations, records, manuals, and correspondence. Receive and distribute mail. Provide receptionist duties including answering telephones, emails, and assisting visitors. Provide timekeeping services using WebTCAS computer based system. Maintain schedule of appointments, meeting, etc. for office staff. Attend evening meetings, both at duty station and at remote locations. Travel to and assist other NRCS offices throughout Southern West Virginia. The requirement will fall under the NAICS code 561410. This it not a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. In addition, please specify the following based on NAICS 561410: (1) Is your business large or small? (2) If small, does your firm qualify as a small emerging business; a small disadvantaged business, a veteran-owned small business, or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. The solicitation will be made available on the Fed Business Opportunities site when it is released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation may be released in late April 2003. It is recommended that you respond to this notice, including all of the information above. It is the responder's responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should immediately be sent via e-mail to the Contracting Officer. The Government is not responsible for inability to deliver e-mail.
