Description
NASA/GRC plans to issue a Request for Offers(RFO)] for ICING RESEARCH TUNNEL INLET GUIDE VANE REPLACEMENT. The work to be performed under this project shall consists of providing the labor, equipment, materials and supervision to replace the Inlet Guide Vane and Center-body structures in the Icing Research Tunnel at the Glenn Research Center, Cleveland, Ohio. The work shall include the following items: 1) Installation and removal of all temporary utility, facility, and safety items; 2) Installation and removal of tunnel interior temporary barricades and dust protection; 3) Removal of the Personnel Access Hatch Door; 4) Removal and salvage of tunnel shell exterior siding in the area of the New Access Hatch Door; 5) Demolition of tunnel shell and framing in the area of the new tunnel Access Hatch Door; 6) Demolition of the existing complete Inlet Guide Vane and Center-body structures; 7) Abatement of all existing paint, surface preparation, and repainting; 8) Abatement of all other paint surfaces required for all demolition work; 9) Fabrication and installation of the complete New Inlet Guide Vane and Center-body Structures; 10) Fabrication and installation of new framing for the New Access Hatch Door; 11) Fabrication and installation of one New Access Hatch Door and Frame; 13) Electrical work at the new Center-body structure and the New Personnel Access Hatch Door; 14) Fabrication, installation, and removal of all temporary lifting points on the tunnel interior; 15) All surface preparation, priming, and finish painting of the New Inlet Guide Vane, New Access Hatch Door, Tunnel external shell and exterior siding and flashing at the New Access Hatch Door; 16) Removal of the existing paint on the exterior access platform ant the New Access Hatch Door; OPTION ONE: Stainless Steel Center-body. The magnitude of the Construction project is estimated between $1,000,000. and $5,000,000. A FIXED PRICE CONTRACT is contemplated. This work is considered "HEAVY AND CIVIL ENGINEERING CONSTRUCTION". The North American Industry Classification System (NAICS) code is 237110 and $28.5 million in three-year average annual receipts for determining whether or not a business is small. THIS IS A 100% SMALL BUSINESS SET-ASIDE. Technical and procurement related questions shall be directed to: Erick.N.Lupson@nasa.gov. The firm date for receipt of offers will be stated in the RFO. Drawings and specifications will be available from a local BLUE PRINTER listed in the RFO. The Period of Performance shall be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". THE SOLICITATION SHALL BE POSTED AS SOON AS AN RFO OPENING DATE IS ESTABLISHED. The solicitation and any documents related to this procurement [with the exception of specifications and drawings] will be available over the INTERNET. These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospectiv3 offers shall notify this office of their intent to submit an offer.
