- UPDATED REQUEST FOR PROPOSAL SYNOPSIS Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil AFTER Estimated Date. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. The solicitations will be in a downloadable, printable format when viewed with an Adobe Acrobat Reader. Free software is available at http://www.adobe.com/products/acrobat/readstep2.html. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. DESCRIPTION: Overcoat, Man?s, Melton Blue, SH 3346, NSN: 8405-01-154-5780(s) in accordance with specification MIL-O-2414H dated 15 Aug 1988, pattern date 24 Jan 97 and Overcoat, Woman?s, Melton Blue, SH 3346, NSN: 8410-01-233-8816(s) in accordance with specification MIL-O-24926 dated April 3, 1990, pattern date 10 Nov 88. This is a Best Value, Source Selection procurement. A technical proposal is required including Product Demonstration Models (PDMs), Past Performance, Bill and Hold Plan, and DLA Mentoring Business Agreement Plan. This will be an indefinite Delivery Type Contract containing Four Term Options containing Economic Price Adjustment (EPA) clauses for the Melton Wool. The minimum for the men?s overcoat is 109,613 each and with a maximum of 164,423 each. The minimum for the women?s overcoat is 20,615 each and with a maximum of 30,933 each. This acquisition will be a Total Small Business Set-Aside. The material used in fabrications are to be furnished by the contractor.
