Description: NA This is a synopsis. The Government is soliciting proposals for a Multiple Discipline Construction Task Order Contract (TOC) for the Maintenance, Repair, and Minor Construction of Illinois Air National Guard facilities at 182nd Air Wing, Peoria, IL. Typic al work will include, but is not limited to: interior and exterior renovations, heating and ventilation, airconditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, l imited utilities, sitework, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited enviromental remediation, construction of new facilities, and other related work. NAICS codes for the projects will be in series 236, 237 , and 238. Source selection procedures in accordance with FAR Part 15.3 Source Selection and DFARS 215.603 Source Selection, shall be utilized for the basic TOC. Evaluation criteria for the basic contract, in descending order of importance are, Factor A - Company experience and past performance on similar projects, Sub-factor 1: Performed 5 or more similar projects, Sub-factor 2: Reference Evaluations; Factor B - Project Management Ability, Sub-factor 1: Key Project Managment Staff, Sub-factor 2: Qua lity Control Plan, Sub-factor 3: Technical Support Staff, Sub-factor 4: Location of Firm in Relation to 182nd Air Wing; Factor C - Subcontracting Support Capability, Sub-factor 1: Subcontract Management, Sub-factor 2: Identification of Key Sub-contract ors, Sub-factor 3: Level of Subcontracting and Selection Procedures for Subcontractors, Factor D - Offeror Information, Certifications, and Prototypical Project Proposal Price Evaluation, Sub-factor 1: Reasonableness, Sub-factor 2: Realism, Sub-factor 3 : Completeness of lowest Technically Acceptable Proposed Price of Prototypical Project. Multiple award of the basic contract will be made to a minimum of three contractors. The contract period shall be for a base of 1 year from date of award with the option to extend the contract each fiscal year (Oct-Sep) for two (2) one-year option periods . Task orders shall not exceed an estimated cumulative contract value of $1,000,000.00 each year to any one contractor. Task orders under the blanket Task Order will be issued to TOC contractors based on the low competitive price, or a combination of pri ce and other factors (Best Value Judgements) in accordance with FAR 16.505 Ordering. Individual Task Order values are estimated to be between $2,000.00 and $500,000.00 (maximum), with the majority of the individual task orders not to exceed $25,000.00. W ork shall be performed in accordance with the specifications to be available upon issuance of the individual Requests for Proposal (RFP). Solicitations will be available on or about 11 April 2003.
