- Description
- The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to procure a 100% competitive small business set-aside in accordance with FAR part 12 for Operations and Maintenance of the Naval Radio and Transmitter Facilities (NRTF) located in Clam Lake, Wisconsin and Republic, Michigan also known as the Transmit Segment of the ELF Shore Communication System. The awardee shall be responsible for all equipment and facilities 24 hours per day, seven days per week, 365 days per year (including the additional day for leap year). It is anticipated that a 30-day phase-in period will commence the resultant contract. The NRTF Clam Lake site is located in upper Wisconsin in the Chequamegon National Forest, approximately 98 miles Southeast of Superior, Wisconsin. The antenna system consists of one fourteen mile north/south antenna and one fourteen mile east/west antenna for a total length of 28 miles of overhead pole lines with underground crossings at some roads and streams. In addition, there are approximately eight miles of overhead or buried ground lines. The system consists of approximately 651 wooden poles and 4 terminal grounds with a total of 23 grounding wells. The NRTF Republic site is located in the Upper Peninsula of Michigan within the Escanaba State Forest and the Copper Country State Forest, approximately 25 miles southwest of Marquette and approximately 17 miles west of Gwinn, Michigan. The antenna system consists of one 28 mile north-south antenna, one 13 mile east-west and one 15 mile east-west antenna for a total of 56 miles of overhead pole lines with underground crossings at some roads and streams. In addition, there are approximately 38 miles of overhead or buried ground lines. The system consists of approximately 833 woo den poles, and 6 terminal grounds with a total of 44 grounding wells. The transmitter sites shall be operated synchronously or independently, and as otherwise directed by the Navy. There is a geographic separation between the two transmitter sites of approximately 148 miles line of sight. The Navy maintains an activity known as the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) ELF Detachment located at the NRTF Clam Lake, WI. Contractor personnel will be required to have a Secret security clearance at time of proposal evaluation to perform the duties outlined in the performance work statement. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Government. All qualified small businesses are encouraged to submit proposals for consider ation of the Government. A firm-fixed price contract is anticipated to result from the solicitation.
