- Description
- The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to procure a 100% competitive small business set-aside in accordance with FAR part 12 for Operations and Maintenance of the Very Low Frequency (VLF) Transmit Site at the Naval Computer and Telecommunications Area Master Station Atlantic Detachment LaMoure, North Dakota. The awardee shall be responsible for all equipment and facilities 24 hours per day, seven days per week, 365 days per year (including the additional day for leap year). It is anticipated that a 30-day phase-in period will commence the resultant contract. The site is located approximately three miles west of LaMoure, North Dakota which is approximately 130 miles southeast of the city of Bismarck, North Dakota. The site consists of one monopole 1200? base insulated antenna, one transmitter building housing one VLF transmitter, one helix build ing housing all antenna tuning components, one storage building, one condemned barracks building, and a monitoring site approximately 25 miles from the transmitter building consisting of a singe building and whip antenna. The VLF transmitter is a prototype solid state amplifier developed under the Solid State Power Amplifier Replacement (SSPAR) program. The LaMoure station will serve as a test site for the solid state amplifier and as a versatile swing site for broadcast operations. Contractor personnel will be required to have a Secret security clearance at time of proposal evaluation to perform the duties outlined in the performance work statement. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Government. All qualified small businesses are encouraged to submit proposals for consideration of the Government. A firm-fixed price contract is anticipated to result from the solicitation.
