- The Space and Naval Warfare Systems Command (SPAWAR) intends to negotiate on a sole-source basis to extend for two years Firm Fixed Price (FFP) contract line items to Contract N00039-98-C-0047 awarded to the Raytheon Company, 1001 Old Post Rd., Marlborough MA 01752. These line items for Low Data Rate (LDR)/Medium Data Rate (MDR) EHF SATCOM terminals (also known as Follow-On Terminals or FOTs) include the following: 1) FY05 and FY06 production options for ship, shore, and submarine FOT Communication Groups (CGs) and Antenna Groups (AGs); 2) updated technical and logistics data for the FY05 and FY06 FOTs; and 3) engineering services for FOT installation and integration support. SPAWAR anticipates FY05 and FY06 procurement of a maximum total of sixty (60) FOTs for ships, submarines, and shore stations. The FY05-06 annual option contract line items extend the contract's five-year annual production option period by two years for these items. These FOTs will satisfy fleet operational requirements for LDR and MDR protected SATCOM capability. Under contract N00039-98-C-0047, Raytheon has committed to providing subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUB Zone) and other SB concerns. The Government is not soliciting proposals in response to this synopsis. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information that the Government will consider in its continued review of the sole source nature of the requirement. The solicitation will be issued without further notice and will be available at the SPAWAR E-Commerce Central website. See Government-wide Numbered Notes 22 and 26.
