Description
The U.S. Agency for International Development (USAID) anticipates the award of a two year contract, with three one-year options, to provide a source of Worker's Compensation Insurance as required by the Defense Base Act (DBA). Under all USAID contracts involving any overseas performance, contractors are required by law to provide overseas employees with insurance coverage pursuant to the Longshoremen's and Harbor Workers' Compensation Act (commonly called the "Defense Base Act" or DBA) (42 U.S.C. 1651 et seq.). DBA coverage applies to individuals employed under USAID contracts or subcontracts or subordinate contracts regardless of the duration of their assignment, and is over and above any State Worker's Compensation insurance coverage. DBA insurance coverage is required for employees of contractors (and their subcontractors) unless a waiver has been obtained from the U.S. Department of Labor. Waivers have been obtained for foreign nationals in over 80 countries. The resulting contract will be a fixed-rate Requirements type contract. All USAID contractors procuring DBA insurance (i.e., renewing coverage or obtaining new coverage) for a USAID financed contract or subcontract at any tier that requires overseas services, are required by USAID Acquisition Regulations and the terms of their contracts to purchase DBA insurance under this Requirements contract. USAID intends to make one (1) award under the solicitation to the most responsible firm/organization whose proposal offers the best value to the Government. The NAICS Code for this procurement is 524126. The solicitation will be posted on the FEDBIZOPPS web page (i.e., www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted and no solicitation will be available for pick-up. No walk-ins.
