- Description
- The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. More information about NIST's investigation may be found at the NIST Web site http://wtc.nist.gov. This solicitation will contribute to completion of the objectives of Project 2, Baseline Structural Performance and Aircraft Impact Damage Analysis; Project 5, Reconstruction of Thermal and Tenability Environment; and Project 6, Structural Fire Response and Collapse Analysis. Specific information for Projects 2, 5, and 6, may be found by following this link to the NIST web site http://wtc.nist.gov/media/WTCplan_new.htm#proj2, http://wtc.nist.gov/media/WTCplan_new.htm#proj5, and http://wtc.nist.gov/media/WTCplan_new.htm#proj6. NIST is seeking the assistance of world-class experts from outside NIST who can contribute significantly to the goals and objectives of Project 2, Project 5, and Project 6. Experts shall bring to NIST the experience and judgment at the most senior professional level and shall work directly with the NIST investigation team. Experts are being sought in the five (5) areas of expertise listed below. Offerors may select to submit a proposal for one or more of the five (5) areas. 1) Analysis and Design of High-Rise Steel Buildings - this area of expertise pertains to objectives (1) and (2) of Project 2. 2) Computational Mechanics for Aircraft Impact Analysis - this area of expertise pertains to objective (3) of Project 2. 3) Thermal-Structural Analysis of Structural Systems Exposed to Fire - this area of expertise pertains to objectives (1), (2), and (6) of Project 6. 4) Structural System Failure and Collapse Sequences - this area of expertise pertains to objectives (4) and (6) of Project 6. 5) Assessment of Most Probable Structural Collapse Sequences - this area of expertise pertains to Projects 2, 6, and 6. Details of this requirement (including the scope of work and the level of effort for each of the five (5) areas above) will be provided in the solicitation. Multiple awards of Firm Fixed Price (FFP) commercial Purchase Orders are anticipated. FAR Part 13.5 "Test Program for Certain Commercial Items" will apply to this requirement. It is anticipated that a single solicitation will be issued on or about April 3, 2003 at www.fedbizopps.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPPS and are totally the responsibility of the Offeror. No mailing lists will be kept and no hard copy of the RFQ will be available.
