- This acquisition will provide for a follow-on contract for Mission Communications System (MCS) Support. This effort is required from 01 October 2003 through 30 September 2004 with four 1-year options years from 01 October 2004 through 30 September 2008. The Government plans to contract with To: L-3 Communications Integrated Systems, Greenville, TX for this effort, under the . Aauthority: of 10 U.S.C. 2304(C)(1),Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. No telephone requests. Only written or faxed requests received directly from the requestors are acceptable. The solicitation will be issued on or about 15 days after the posting of this notice. The Air Force It is suggests ed that small business firms; or others interested in subcontracting opportunities in connection with this acquisition make contact with the firm(s) listed. All potential offerors should contact the buyer/PCO identified herein for additional information and or to communicate concerns, if any, about this acquisition. The Statement of Work establishes the minimum work requirements. This Statement of Work (SOW) covers the Mission Communication System (MCS) encompassing United States Air Force (USAF) unique communication systems, which allows for ground and airborne, secure and non-secure communications between aircraft and ground stations. It also includes support for maintenance of the installed MCS. This requirement also provides engineering support for the MCS on the Special Air Mission (SAM) aircraft at Andrews Air Force Base (AFB) and other locations designated by the airborne architecture plan. Recurring efforts consist of program management, systems engineering, technical support for configuration management, review of service reports, requests for technical information, preliminary engineering investigations, Field Technical Representatives (FTR), System Integration Lab (SIL) support and operation, and the requirement to maintain drawings and technical data files. Other recurring efforts include the requirements for a 24-hour contact for in-flight emergencies, emergency inquiries, on-site support and operation of the test benches located at Andrews AFB. Nonrecurring tasks consist of requests for software, firmware, and hardware changes including development and test; engineering feasibility studies, analyses and investigations of Material Deficiency Reports (MDR) and mishaps; and requirements for technical orders and preliminary engineering change proposals. Minor modifications, upgrades, and enhancements are also considered nonrecurring and will include design, testing, integration, and kit purchases. Another nonrecurring task will encompass a drop-in provision allowing an aircraft to be delivered for repair or modification support. This pre-solicitation notice covers all Contract Line Item Numbers (CLINs) under the proposed contract, including any option CLINs and not-to-exceed CLINs for non-recurring work.Written procedure will be used for this solicitation. NOTE: An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in evaluation of proposals.
