- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation reference number is F1380130500200 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 11421 with a $3.5 million size standard. Contractors shall submit a proposal for all labor and materials for Bird and Wildlife Management of Charleston AFB SC and North Auxiliary Airfield in North, SC (See attached statement of work) in accordance with Attachment 1, Pricing Schedule. All responsible sources may submit a quotation, which shall be considered by the agency. A pre-proposal and/or site visit will be conducted on Tuesday, 8 April, 2003, at 10:00am/Eastern Standard Time. Offerors who plan to attend should contact 1Lt Chris England at 843.963.5164 or MSgt Gregg Anderson at 843.963.5169 no later than 4 April 2003. The meeting will be held in the Contracting Squadron Conference Room #1, 2nd floor, Bldg 503, Charleston AFB SC. Questions should be submitted in writing (faxed to 843 963.5183) or E-Mailed to Chris.England@Charleston.af.mil no later than 4 April 2003. Questions will be posted on EPS (www.eps.gov). NOTE: Due to heavy security procedures, give yourself plenty of time to process with Security Forces. Arrive at the Dorchester gate (The Main Gate) and inform the guard you are waiting on your escort, 1Lt Chris England or MSgt Gregg Anderson. The Security Forces will have you wait until all attendees have arrived. Your escort will then accompany all attendees to Bldg 503 at the same time. Period of Performance is 1 May 2003 - 30 September 2003 with 2 option years (1 October 2003 - 30 September 2004) and (1 October 2004 - 30 September 2005). The following clauses and provisions are incorporated and will remain in full force in any resultant award. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price and (2) Past Performance. The Government will evaluate offers for award purposes for the total price for the requirement. Price and past performance, when combined, are equal. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of your most recent projects relevant to this acquisition.
