Description

Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation number is RFQ R1-12-03-019. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 12 dated 01/24/2003. The applicable North American Industry Classification is 325320; size standard is 500 employees. The Helena National Forest, Helena, Mt, is soliciting for the acquisition of the following herbicides/pesticides: Item No. 1. Tordon 22K (200 gallons), 2. 2,4-D Amine (100 gallons), 3. Escort (2 lbs), 4. Telar (75 lbs), 5. Transline (3 gallons), 6. Marker Dye (blue, vegetable, 75 gallons) for use with the above, 7. Surfactant (Phase or equal, 75 gallons) for use with the above. No substitutions will be allowed. The amounts in parentheses are estimates only. A purchase order or orders will be placed initially for approximately one half of our expected needs (except for Escort and Transline) within two weeks of receipt of quotations. Approximately two additional roughly equal orders (during the summer and early fall) will be placed for the remaining chemicals. Delivery must be made within 14 calendar days after receiving FAX orders for the initial order and within 7 calendar days after receiving FAX orders for the following two deliveries. Interested parts must submit prices F.O.B. Helena, Montana for three deliveries as described above for the estimated amounts of chemicals. In addition, interested parties must state how they plan to meet the 7-day requirement for the subsequent deliveries. Products must be specific to meet Environmental Protection Agency (EPA) labeling requirements. EPA requires that products be labeled for site of application. Any product purchased from this contract must have appropriate labeling to permit Forest, right-of-way, or wildlife site use. Quoters must provide products meeting these label constraints or product will be returned at quoter’s expense. Period of performance will be from date of award until October 30, 2003. All quantities are estimates. No obligation will exist until the Government places an order. Orders may be made by credit card or purchase order. The provision at 52.212-1, Instruction to Offerors Commercial, applies without addenda. Award will be made to a responsible contractor whose offer is the lowest, acceptable price and most advantageous to the Government. Award will be made on one or more items. Offers shall include a complete copy of Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications Commercial Items, with quotes. Under the FAR clause 52.212-4, Contract Terms and Conditions Commercial Items, applies without any addenda to the clause to this acquisition. The FAR clause 52-212-5, Contract Terms and Conditions Required to Implement the Statutes or Executive Orders- Commercial Items, applies to this acquisition. The FAR clauses and provisions can be accessed via Internet at www.arnet.gov/far.html. Submit written quotations to the Helena National Forest, Att: Contracting, RFQ R1-12-03-019, 2880 Skyway Drive, Helena, MT 59602 by COB April 24, 2003. Quotations need to be submitted in an envelope and addressed properly for identification purposes. Do not FAX your quotation. No paper solicitation will be issued.
