- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information incuded in this notice. This announcement constitutes the solicitation; offers are being requested at this time and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for radiochemical analysis of indirect (in vitro) urine and fecal samples. Estimated annual workload consists of approximately 20 routine urine samples per year, emergency urine samples on an as needed basis, and 36 recounts as required. Routine turnaround time would be 30 days with emergency samples turnaround time 7 days. The requirements for Priority 2 routine samples shall be a minimum of 1 and a maximum of 30 per year. Contract award will be a base year plus two option years. The Statement of Work may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . Submit pricing based on separate line items and pricing for each; routine sample testing, emergency sample testing, and recounts. NAICS Code is 621511 with a size standard of $11.5 million. The offeror shall state in their offer their size status for this procurement. This procurement will be an Indefinite Delivery Indefinite Quantity contract. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.html The provisions and clauses in the RFQ are those in effect through FAC 01-12. The DPAS rating for this procurement is DO-C9. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than April 1, 2003. (Prospective offerors shall notify this office of their intent to submit a quotation. It is the offeror's responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Quotations for the items described are due by 4:30 p.m. EST on April 8, 2003 and may be mailed or faxed to NASA-GRC, Attn: Cheryl A.
