Description
NA This synopsis constitutes the intent of the U.S. Army Corps of Engineers, Philadelphia District, to issue a Request For Proposal (RFP) DACW61-03-R-0017 for the procurement of commercial items. The solicitation will be in accordance with the format in Fede ral Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice, provisions and those clauses in effect through Federal Acquisition Circular (FAC) 2001-09. Solicitation documents will be furnished on the website. The solicitation will be available on the web on or about 8 April 2003. Prospective contractors may view and/or download the solicitation and any possible amendments from the Internet at the following address: https://ebs.nsp.usace.army.mil. P rospective contractors will be required to print and forward a printed copy of their proposals to the address as indicated in the solicitation no later than the closing date of 22 April 2003 at 1100 hours EST. The official media distribution for this soli citation is the website. Hard copies will not be available. SCHEDULE: The U.S. Army Corps of Engineers, Philadelphia District has a requirement for the inspection and reconditioning of two (2) each controllable pitch propulsion system tailshafts and th e manufacturing of tailshaft liners for the Dredge McFARLAND in accordance with the specifications as stated in the solicitation. The tailshafts shall be ready for installation with no further work required other than removal from their prospective shippi ng containers and removal of all preservation material. All work to be performed on the tailshafts shall be overseen by an American Bureau of Shipping (ABS) Group Surveyor and shall meet all the requirements of the ABS. The ABS Surveyor will be required to issue a Report of Survey on all repairs performed on the subject tailshafts. INSPECTION: Prospective contractors can conduct a visual inspection of the tailshafts by making an arrangement with Mr. Mark Saylor (215) 656-6745. A final inspection will be made by the Contracting Officer?s Authorized Representative (COR) and ABS representative(s) at the contractor?s repair facility prior to shipment. Final acceptance will not be made until all tests and measurement results have been furnished and approve d by the COR and the tailshafts have been received at Fort Mifflin Distribution Center (FMDC). DELIVERY: The delivery date for this requirement is no later than 1 September 2003. Delivery shall be to the Fort Mifflin Distribution Center, U. S. Army Rese rvation, 6400 Hog Island Road, Fort Mifflin, Philadelphia, PA. 19153. EVALUATION FACTORS: The Government intends to award a firm fixed priced commercial order to a prospective contactor based on the following criteria. A prospective contractor?s list of experience regarding controllable pitch propulsion system tailshaft repairs under the guidance of the ABS and/or U.S. Navy (to be submitted with proposal). Delivery, past performance and pricing are equally as important as technical experience. Award wi ll be made as a whole to one bidder. Contract must be CCR registered to be eligible for award. Prospective contractors can call 1-888-227-2423, or access the Internet site at http://ccr.edi.disa.mil for information on how to get registered. The followin g FAR provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial, 52.212-2 Evaluation-Commercial Items, 52.212-3, Offeror Representations and Certification-Commercial Items, 52.212-4, Contract Terms and Conditions-Comme rcial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statues Or Executive Orders-Commercial Items. Prospective Contractors are required to submit a completed copy of the provisions at 52.212-3, Offeror Representations and Certific ation-Commercial Items with their offer. Offers may be mailed or faxed to the POC indicated above (FAX 215) 656-6780. This acquisition will be processed using Simplified Acquisition Procedures (SAP), and is an unrestricted procurement. The North American Industry Classification Code (NAICS) for this procurement is 333613 with a small business classification of 500 employees.
