Description
The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Costech for the purchase of three (3) Elemental Combustion Analyzer Systems, model number 4010-400A with a carousel and consumables kit. The system will require installation and training. Based on EPA's knowledge of the analytical instrumentation industry, there are features covered in the instrument specifications that may have unique capabilities to particular vendors. The Costech element analyzer system is uniquely manufactured to comply with Thermo Finnigan isotope ratio mass spectrometers. The Costech system does not require a separate computer or "bridge" software to function with the Thermo Finnigan mass spectrometer. In addition, during sample analysis, the column oven must be turned off and operated at ambient temperatures and the Costech system has this required function. Finally, the Costec system has a built-in selectable oxygen system so that during sample analysis, oxygen volumes can be re-metered. This is not a request for proposal. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
