Description
The United States Agency for International Development (USAID) Regional Economic Development and Support Office (REDSO) in Nairobi, Kenya is soliciting proposals from qualified African and Africa-based firms that can provide the following services in countries in the Sub-Saharan African region: Institutional strengthening, organizational development, reviews of administrative and financial systems, audits, financial assessments, indirect cost rate recommendations, cost/price analysis, and program data quality assessments. USAID intends to issue multiple Basic Ordering Agreements (BOAs) under which Task Orders will be competed, negotiated and awarded to implement specific work throughout Africa. The BOA will enable eligible Management/Finance/ Accounting/Consulting Firms delivering services within Africa to provide a broad range of management and organizational development, financial, auditing and consulting services to USAID?s programs as well as those of other United States Government (USG) Agencies, through competitive process open to all pre-qualified providers under the BOA. Potential offerors should note that the BOA is not a contractual arrangement, but a written instrument of understanding negotiated between USAID and prospective contractors. Based upon funds availability and needs, Task Orders may be issued through a competitive process under the BOAs. The Task Orders serve as a contractual mechanism with the winning offeror. Participants in this RFP are advised that the specific work will be detailed in Task Orders issued to the winning offeror. Most Task orders will be less than $ 50,000 with few reaching or exceeding $500,000. Offerors may submit proposals for one or more of the following focus areas under the proposed BOAs: 1. Institutional strengthening/organizational development, 2. Financial/audit related services, and 3. Program data quality assessments. Offerors must submit pricing information for each country in which it proposes to work in Africa. The complete RFP will be published on this website on/about April 14, 2003.
