Description
This is a Market Research, Sources Sought synopsis seeking potential offerors capable of providing quarterly inspection and maintenance services to a "Flue Gas Cleaning System" at the National Institute of Standards & Technology, Building 205 (or also known as the Bag House), Gaithersburg, MD. The Bag House houses various types of mechanical systems and associated equipment that requires inspections and service performed on a routine quarterly basis. Specific requirements include proficient in the use of dials or laser for all alignments and checks and certification in vibration analysis to support inspection/maintenance of rotating equipment. Specific primary systems and equipment requiring inspection and maintenance include: ***** 1) HYDRATED LIME SYSTEM - Three (3) Lime Slurry Feed Pumps (ALLWEILER Eccentric Screw Pumps, series AE1E); 2) SPRAY DRYER ABSORBER SYSTEM, including Evaporative Water Feed Pumps; 3) FABRIC FILTER SYSTEMS - Eight (8) Fabric Filter Modules (255 bags per module) - tasks include conducting a Filter Bag Permeability Test, analyzing Cage for corrosion and acid attack; 4) INDUCED DRAFT FANS AND DAMPERS - Two (2) New York Blower, Size 54, 247 Horsepower, 69,000 cfm., 1302 RPM., V- belt drive (4 belts ea.), Inlet Dampers, Parallel Blade, two (2) Fan Motors, 250 Horsepower, 1770 RPM., 230V Space Heater; 5) AIR COMPRESSORS - Two (2) Ingersoll Rand, Model SSR-XF100, 100Hp., 495 CFM., 100 PSIG., and a 5 Hp. fan motor; and 6) DESICCANT AIR DRYERS - Airtek Model TR100, 75 scfm. ***** Interested parties shall provide the Government with information as follows: (1) Name of Company-include a contact person's name, telephone number, and email address; (2) Company Address; (3) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), or Hubzone Small Business); (4) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (5) Identify whether the services identified in the Draft Statement of Work are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices and whether these services are exclusively provided to the Government; (6) Identify standard commercial terms and conditions typically associated with these services; (7) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performance-based - include the contract number; Government agency name and address; contract funded amount; (8) Identify existing or potential pricing structure in support of this type of work; and (9) Identify qualifications of technical and management personnel. ***** Any responses should address the following issues: Potential sources of service/repair and parts; Identification on how will systems be inspected/maintained (including frequency) and at what levels; Identification on how necessary maintenance will be performed; Identification of any safety procedures to be utilized; Identification of applicable rules and restrictions; Identification of possible warranties available (length, limitations, and management); Additional items may be addressed. ***** THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. ***** Firms interested in performing this requirement may reply to this RFI by addressing the elements above and any processes that would be used. Replies shall be provided in duplicate (one original and one copy). There is no page limit for the data. Proprietary processes or data must be clearly marked and documented as such. Respondents should include your firms Dun and Bradstreet Number (DUNS), Tax Identification Number (TIN) and Central Contractor Register Number (CCR). The Government will not pay for any materials furnished in response to this synopsis. Submittals furnished will not be returned to sender.
