Description
The Office of Disability Employment Policy (ODEP) of the U.S. Department of Labor is seeking a contractor to expand and operate its Employer Assistance Referral Network (EARN), a nationwide program serving employers since March 2001 by providing referrals within the employer?s locality of qualified persons with disabilities who are qualified for current openings in the employers? offices. In addition, EARN provides a comprehensive delivery of information and resources on all aspects of the employment of persons with disabilities for the employer target audience. The purpose of this contract is twofold: first, to expand the necessary organizational and information structure of the current EARN program to provide the employer a more comprehensive referral and technical assistance service, increasing EARN?s presence and services. Secondly, this contract will seek the actual delivery and expansion of these services to employers. Prospective sources must show proven expertise and substantial experience in all of the following areas (1) the expansion and maintenance of a comprehensive database that identifies the providers of employment placement assistance for people with disabilities and includes the information necessary for referrals to employer while maintaining employer confidentiality (2) the day-to-day delivery of services, specifically the receipt of requests for qualified candidates with disabilities, the identification and the provision of that information to the employer within 2 business days; (3) to provide customer relations management for persons utilizing an expanded website that augments EARN services, including resources, referrals, and direct information actively updated; (4) the development and implementation of a nationwide marketing strategy for this employment placement service to large and small private sector employers, trade associations, and federal, state and local agencies. Expertise must be demonstrated in marketing with private sector employers in addition to at least two of the other listed audiences. A separate marketing plan must be initiated for outreach to educational and service based providers who facilitate placements of their customers/persons with disabilities seeking employment; (5) knowledge of disability employment issues, including but not limited to the Americans with Disabilities Act (ADA), Workforce Investment Act (WIA) and the One-Stop System, relevant resource networks like the Job Accommodation Network, etc. (6) knowledge of the Ticket to Work and Work Incentives Improvement Act (TWWIIA). This expertise and experience should be presented in synopsis of projects previously performed by the source. Each synopsis should identify the name and address of the client, a description of the work performed, the dollar value of the project, the number of personnel on the project, the period of performance, and the name and telephone number of a contact at each client who is knowledgeable about the work performed by the source for the client. Respondents to this synopsis should also include in any response a description of the company?s proposed plan for staffing the EARN project. An estimate of lead-time required to provide on-site and/or through a Telework approach, a fully trained and experienced staff meeting the combined requirements shall also be included. THIS IS NOT A REQUEST FOR PROPOSAL. All interested parties who believe they meet these requirements are invited to submit a response in writing, postmarked no later than April 23, 2003, that provides information describing their ability to provide these services. Vendors interested in performing this project must submit a Statement of Qualification/Capabilities Statement that identifies the vendor?s experience in the performance of services the same as or similar to the ones to be performed. THE STATEMENT OF QUALIFICATIONS MUST BE PROVIDED IN TRIPLICATE, AND TRANSMITTED UNDER A COVER LETTER. The cover letter must cite the number of this notice RFI T.N. 03-15 , and it must state whether the respondent is a large, small or 8(a) business concern. The NAICS code for this requirement is 541612 and the size standard is $6,000,000. Respondents that are small business concerns must also state whether they are small disadvantaged business and/or small woman-owned businesses. All submissions responsive to this listing must be mailed to Mr. Angel Perez/Julie Lawrence, Division of Contract Negotiations and IT Procurement, U.S. Department of Labor, Room N-5416, 200 Constitution Avenue, NW, Washington, D.C., 20210 and be postmarked no later than April 23, 2003 to be considered. All other submissions will be considered to be non-responsive. The Government reserves the right to compete any acquisition resulting from this RFP among small businesses or to make award to an 8(a) firm, based on the responses received. This synopsis is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation or award a contract. No technical or solicitation documents exist at this time. All firms/organizations that submit responses will be included in the distribution of any subsequent solicitation.
