- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to award on an other than full and open competition basis, a modification to the above contract, awarded to AIL Systems, Inc./Technical Services Operations, 254 East Avenue K-4, Lancaster, CA 93555-4500, to increase the ceiling level for the second year and the third year of the basic 3 year period, and to also increase the ceiling level for the two one-year option periods. The contract was originally synopsized on a full and open competitive basis on April 10, 2001. Award of a time and material indefinite delivery indefinite quantity contract was issued to AIL Systems, Inc./Technical Services Operations, on 25 January 2002 for a basic period of three years, with two one-year options. The procurement is for Validation of Navy air defense and air defense related threat simulations, models and actual threat weapons systems in support of the Navy Threat/Simulation Validation Program. The basic three-year period will be increased by approximately 10,090 labor hours plus material and data costs. Option period one will be increased by approximately 5,178 labor hours plus material and data costs, and option period two will be increased by approximately 5,027 labor hours plus material and data costs. The Navy Validation Coordination Office has received request for increased validation of systems due to dramatic changes in the defense simulator development programs. Each developed threat simulator, simulation, actual threat weapons system, model, surrogate, jammer, command and control system, EO, IR or UV system developed, is required by Department of Defense and Office of Secretary of Defense to be validated before further approvals can be made toward further production and testing. The reason this is being added to the contract on an other than full and open competition basis, is because AIL Systems, Inc., was determined to be the only technically acceptable/responsible offeror at the time of procurement and the timeframe for re-solicitation of the requirement would have a detrimental impact on the Navy Validation Program Office.
