Description
The purpose of this notice is to notify potential offerors that the EPA intends to procure dispute resolution and conflict management services pertaining primarily to environmental disputes and issues. These services include but are not limited to conflict/situation assessment, public involvement and/or dispute prevention and resolution process design, environmental dispute resolution systems design, conduct of appropriate public involvement, evaluation of public involvement and dispute resolution processes and cases, arbitration, facilitation, mediation, and training primarily in the area of environmental disputes, identification, retention and management of appropriate dispute resolution service providers on a case by case basis, research and/or writing of case studies and program resource materials. Additional information regarding EPA's public involvement and alternative dispute resolution programs is available at: <www.epa.gov/publicinvolvement> and <www.epa.gov/adr> EPA may issue 150 active Task Orders per year requiring a wide variety of dispute resolution professionals in widely distributed geographic and technically specialized areas. EPA will issue a 60 months Fixed Rate-Indefinite Delivery/Indefinite Quantity (FR-ID/IQ) contract consisting of a 24 month base period, a 24 month option period and one 12 month option period. The services will be procured using full and open competition. The Request for Proposal (RFP) will contain an estimated 313,400 direct labor hours. The RFP and other related documents will be posted on the internet and can be downloaded from the following web site: http://www.epa.gov/oamhpod1/adm_placement/sapcbd/adr.htm. Interested parties are advised to monitor this site for further information and must forward requests to be placed on a bidder's list to the mailing address below via e-mail.
