Description
NAVICP-Mechanicsburg plans to contract for thirteen various, 7 cog repairable stock numbered items on a fixed price basis by issuance of a modification to existent Performance Based Logistics (PBL) contract, N00104-00-D-ZD21, awarded Mar 2000 for the Close-In-Weapon-System(CIWS) with Raytheon Missile Systems Corp (RMSC)-Tucson, AZ. The contract expires Jun 2005. All items are CIWS unique and were recently back transferred from the Defense Logistics Agency where they were managed as 9 cog consumables. Sufficient levels of stock are being transferred by DLA for 8 of the 13 items thereby precluding any repair or manufacturing efforts by RMSC or the actual vendor. Most forecasted actions are repairs. One item only will be totally supported via vendor repairs. The balance of 4 items are RMSC in-house repairs. Only one item, sole source to RMSC, requires an inventory augmentatio n via manufacturing on a very limited basis. Although various Acquisition Method Codes apply to the 13 various items, RMSC only has the ability to successfully integrate procurement, repair, testing, Diminishing Manufacturing Source (DMS) issues, configuration changes and reliability upgrades necessary to complete major assemblies and critical components. Adequate specs and drawings are not available for any of the 5 items requiring inventory actions. RMSC shall function as the Government?s Commercial Stock Point for these spares in support of Navy, US Coast Guard requirements and all Foreign Military Sales customers including the performance of all routine inventory management functions including receiving, shipping, tracking, warehousing, reporting and scheduling. The goal is to improve the availability and reliability for the CIWS while simultaneously reducing overal l support costs. The projected modification award date is late May 2003.
