- NA The Volpe National Transportation Systems Center (Volpe Center) intends to procure on a non-competitive basis, through Simplified Acquisition Procedures with Subterranean Research, Inc., Burlington, VT, to provide support in assessing and analyzing groundwater data from not more than 6 EPA Region 5 Superfund sites using an innovated analysis method that integrates conventional spatial and temporal statistics with optimization algorithms and a predictive site simulation tool. This method uses a proprietary time-varying Bayesian filter to retain the features of conventional statistical methods while overcoming technical obstacles. The sites that require analysis will be determined over the next 10 months. Small Business firms classified under NAICS Code 541990 that are interested in res ponding must demonstrate in writing within 15 days from the date of this synopsis that they can provide the method as specified above. Small business firms will be required to submit a maximum of three, but not less than two pages of documentation in support of the above prior to receiving a solicitation. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about April 25, 2003. Telephone r equests will not be accepted, only written requests for this RFQ will be accepted, however, we will accept requests via facsimile at (617) 494-3024. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a s urety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
