Description

NA Provide personnel, management and any other items and services, not Government furnished, necessary to conduct Military Skills Enhancement Instruction (MSEI) for soldiers at Fort Hood, Texas. MSEI are courses taught in Troop School for Military Occupation al Specialties (MOS) improvement to enhance soldier job performance, provide certification in technical skills, or supplemental knowledge, skills and abilities essential to mission success. MSEI will incorporate traditional instruction in a classroom envi ronment, use new information technologies, simulation and digital information management initiative to ensure the training programs are in keeping with current teaching methodologies. Instructional program must also include hands-on practical exercises, d istance learning, and remote access means of delivery of on-time/on-demand programs. Courses that provide transcripts or evaluated post-secondary credit shall be provided only by a contractor or subcontractor accredited to award such credit by one of the American Council on Education's Accrediting Institutions for Post-Secondary Education. The contractor providing services under this contract shall be recognized by one of the following accrediting bodies: Accrediting Association of Bible Colleges, Accrediting Commission for Career Schools/Colleges of Technology, Accrediting Council for Ind ependent Colleges and Schools, Association of Advanced Rabbinical and Talmudic Schools, the Association of Theological Schools in the United States and Canada, Distance Education and Training Council (formerly the National Home Study Council), Middle State s Association of Colleges and Schools, the New England Association of Colleges and Schools, Commission on Technical and Career Institutions, North Central Association of Colleges and Schools, the Northwest Association of Schools and Colleges, Southern Asso ciation of Colleges and Schools, Commission on Occupational Education Institutions, and the Western Association of Schools and Colleges. Proof of valid accreditation shall be provided with the offer. The anticipated period of the contract is 1 November 2003 through 31 October 2004 with nine (9) one-year option periods. The resultant contract will be a firm fixed price requirements type contract. The tentative date for issuance of Request for Proposal s is 1 May 2003 and the tentative date of receipt of proposals is 2 Jun 2003. The NAICS code for this acquisition is 611430 with a size standard of $6 million. This acquisition will be accomplished using full and open competition.
