Description
This is a combined synopsis/solicitation for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) to obtain antenna-testing support at the Hawkinsville, Georgia Naval Network and Space Operations Command (NNSOC) Receiver Station. This support is being acquired from R. F. Systems, 5967 Heath Court, Pollock Pines, California 95726 on a sole-source basis. The order is on a firm, fixed priced basis. R.F. Systems is the only known firm with the expertise in testing antennas produced by Microwave Techniques, Inc (MTI) and the resources to perform all requirements within the required timeframe with little off-air time. The test will be done on fifty 600 foot antenna arrays at the Hawkinsville, Georgia, NAVSPACECOM receiver station for VSWR (Voltage Standing Wave Ratio), RF insertion loss and phase balance according to the test procedures outlined in NAVELEX (now SPAWARSYSC EN) Standard Engineering Installation Package for High Altitude NAVSPASUR Receiver Antenna, Drawing Number 012766. The duration of these tests should not exceed eight (8) weeks and must be completed by 30 September 2003 at a time mutually agreeable to the contractor and NNSOC. The contractor will supply the necessary labor to make these measurements and the necessary electronic test equipment. The contractor will provide test point measurement documentation in the format specified in drawing 012766. The antenna specifications, which set the acceptable test parameter limits, are identified in drawing 0127655. The contractor will identify and tag defective components, which cause the measurements at individual test points to exceed tolerances. The contractor will replace defective components if spares are available onsite. If spares are not available, the contractor will n otify NNSOC Space Surveillance Program Office personnel as soon as possible. At the completion of the testing, the contractor will deliver a report containing the measurement documentation, a listing of defective components and their locations and a listing of replaced components and their locations. This procurement is using Simplified Acquisition Procedures. The North American Industry Classification Code is 541330, size standard $4M. The procurement is rated DO-S10. Interested parties must be able to demonstrate in writing their capability to provide the requested expertise and services in a timely fashion. Offerors may send information by fax to (540) 653-7088, Attn: XDS118, or via email at xds11@nswc.navy.mil, or delivered to: Contracting Officer, Naval Surface Warfare Center, Dahlgren Division, Attn: XDS118, Building 183/Room 102, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. The anticipated award date is 30 April 2003.
