Description
The Naval Sea Systems Command (NAVSEA) seeks to distribute the following information to private industry concerning a new certification requirement of all companies directly engaged in non-skid applications. Beginning 1 October 2003, NAVSEA 05M1 will require certification of all companies directly engaged in U.S. Navy non-skid applications. This requirement will apply to all new contracts for non-skid applications greater than 5,000 square feet, but will not modify existing contracts. NAVSEA has selected the SSPC-QP1 commercial certification requirement and monitoring program for non-skid paint contractors. This program evaluates the competence of contractors to perform surface preparation and industrial coating application. Paint contractors certified under this program must demonstrate competence in management procedures, technical capability, quality control, and safety/e nvironmental compliance. Contracting firms are evaluated through submittals and an on site audit of their operations. No other certification will be considered. Information on the SSPC certification program can be found at www.sspc.org. For FY04, this requirement will apply to only INCONUS and Hawaii. NAVSEA retains the right to include these requirements in any non-skid applications started prior to the listed date above, i.e. 1 October 2003, and is planning demonstrations with available certified applicators in FY03. U.S. Government facilities and personnel including public shipyards and SUPSHIP personnel, are exempt from this certification requirement. All contractors engaged in non-skid surface preparation and application must remain certified for the duration of each contract. Contractors shall immediately notify their appropriate Government Contracting Officer and NAVSEA 05M of any change in certification status that occurs after contract award. NAVSEA will send official notification to current non-skid applicators to alert them of this new requirement. Notification will also be posted in an upcoming SSPC publication of the journal of protective coatings and linings, and on the SSPC website. All companies engaged in non-skid application on U.S. Navy ships should contact SSPC directly, at their earliest convenience, to arrange for application and audit.
