- The National Archives and Records Administration (NARA) intends to issue a Request for Proposal (RFP) for commercial Exhibit Fabrication and Installation Services. Work consists of furnishing equipment, personnel, supplies, materials and supervision, to perform various exhibit fabrication and installation assignments as ordered by individually issued Task Orders, at the National Archives and Records Administration (NARA) located at 7th & Pennsylvania Avenue, NW, Washington, DC and other NARA DC metropolitan area facilities. NARA will also produce traveling exhibits. Proposals will be limited to small businesses within a 120-mile radius of Washington, DC. Estimated Cost Range: $25,000.00 to $2,775,000.00 over a five (5) year period (Base Year of 12 months and four (4) Option Years of twelve (12) months each). These exhibits will display priceless, irreplaceable documentary materials including historically valuable textual documents; original photographic prints; original drawings, paintings, and valuable objects from the holdings of the National Archives. The National Archives also exhibits a significant number of graphics, facsimiles, and reproductions as part of its ongoing exhibits program. Expert care of all historical objects is a primary concern of the Government. As a result, materials must meet the highest standards, quality and craftsmanship. The Contractor will also be required to observe special handling requirements for all original materials displayed in the exhibits. Tasks include fabrication of exhibit cases and structures, full service graphics, interactive computer components, delivery and installation. The exact specifications will be included in the individual task orders. Technical Evaluation Criteria: Personnel; Past Performance; and Technical Approach, Facilities and Equipment. Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts may be awarded with incorporated Department of Labor wage determinations. The requirement is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 541490 and the Small Business Size Standard is $6.0 Million (the work to be performed is primarily museum quality exhibit fabrication and installation services). Copies of the RFP, which will be available on or about 3 April 2003, may be obtained through the Federal Business Opportunities web site at www.fedbizopps.gov. It is the offeror?s responsibility to monitor this site for the release of the solicitation and amendments, if any. All contractors interested in receiving notification of updates/amendments to the solicitation posted on FedBizOpps are urged to enroll on the web site mailing list for this acquisition.
