Description
The National Data Buoy Center (NDBC) has a requirement for an advanced generation meteorological and oceanographic data acquisition payload or system. The payload shall be low power, economical, compact, field deployable, with plug-and-play sensors wherever possible, and shall operate for extended periods, under adverse environmental conditions, without need for frequent servicing. The design methodology should allow for addition of new sensors or measurement systems with no, or minimal payload redesign or software modifications. The payload and sensors shall be operated from batteries. This project shall provide not only for the selection of a data acquisition controller/interface but also for the selection of sensors for the basic meteorological and oceanographic suite. The only limitation in sensor selection is that the payload shall be able to interface to the following existing NDBC oceanographic sensors and measurement systems: directional wave processing module (DWPM), current profiler (ADCP), surface current meter, and salinity sensor (CTD). The payload shall have user friendly graphical User Interface (GUI) adaptable to PC, PDA, and hand-held or laptop computers. It shall be a message handler. The payload shall accept pre-formatted messages from the connected meteorological and oceanographic sensors and package these messages into one output message that will be transmitted back to the National Weather Service (NWS) Gateway. Data transmission shall be possible through all these methods: GOES and High data rate GOES (NESDIS certified 100, 300, & 1200 bps), iridium satellite, standard phone line (PSTN) and radio frequency links up to 20 miles. Best value procurement. Prototype delivery 180 days after award. Options for up to 30 units. FOB Destination. 100% small business set-aside. No telephone requests will be honored. All solicitation requests to be in writing and sent by mail, e-mail or fax.
