- NOTE: THIS IS NOT AN ACQUISITION PRE-SOLICITATION NOTICE SUBJECT TO THE FEDERAL ACQUISITION REGULATION. THIS SYNOPSIS PROVIDES NOTICE THAT THE FHWA PLANS TO ISSUE A REQUEST FOR APPLICATIONS FROM STATE AND LOCAL GOVERNMENTS. THIS PROGRAM WILL RESULT IN COOPERATIVE AGREEMENT AWARDS. The Safety Core Business Unit of the Federal Highway Administration is contemplating the award of multiple (approximately 2 to 4) demonstration and evaluation projects for a performance period of 36 months. A total of $350,000 in Federal funds is available in fiscal year 2004 to fund two to three demonstration and evaluation projects for a performance period of 36 months. Individual award amounts are expected to range between $100,000 - $150,000 of Federal funding. Applicants must provide a minimum of a 20 percent match of the Federal funding towards the project. The applicant?s 20 percent match requirement can be met through direct financial contribution or through ?in-kind? services. This request for application (RFA) will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the RFA package will be accepted. The Government anticipates issuing a RFA package on or about May 5, 2003, by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about June 5, 2003. Since this RFA will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for both the RFA package and any amendments. The objective of these demonstration and evaluation projects is to evaluate the effectiveness of the FHWA older road user guidelines in providing improved safety, comfort, ease of use, and operations, for older road users and all road users. This cooperative agreement program requires each recipient to conduct a carefully planned demonstration of applying the selected guidelines in the Highway Design Handbook for Older Drivers and Pedestrians. The recipient will identify corridors or specific road segments under their jurisdiction that can benefit from application of the Handbook guidelines, implement appropriate guidelines, and identify the costs and benefits of implementation. Benefits should include measures related to safety, road user comfort, and operations. All application forms may be found under fhwa.dot.gov/aaa/hamhome.htm.
