- This announcement constitutes a Request for Information (RFI) synopsis. Information obtained as a result of this synopsis is for planning purposes only. It does not constitute an invitation for bid (IFB) or request for proposal (RFP), nor is it to be construed as a commitment by the United States Air Force (USAF). No contract may arise by responding to this RFI. Also, a response to this RFI does not require the Air Force to further respond. The Air Force will not provide you its views or opinions about your products or services. No proprietary information should be provided under this RFI, since, once provided, it may be used by the government in the normal course of its business, including disclosure to the public. The United States Air Force Communications Agency (AFCA/ITXP) is researching varieties of Voice Over Internet Protocol (VoIP) architectures, and is interested in receiving commercial White Papers and other like documents detailing their cost, availability, capabilities, and benefits to assist in this research. It should be noted that the need for cost data to assist in the planning process, if even only rough order of magnitude data, is the primary driver behind this RFI. Specifically, we would like to see representative data for Router-based, Server-based, and Switch-based VoIP systems, to include estimates of cost and time frames for systems (hardware/software) acquisition, installation, training, and sustainment (2-3 years); specific methods of maintaining high quality of service/quality of signal; and provisions for compatibility with Defense Switch Network (DSN) requirements and interface with the latest commercial TCP/IP developments/upgrades. Further, as signal security is an area of major concern relative to VoIP systems, responses should include a brief statement/appraisal of the status of VoIP systems in regard to compliance with Air Force Instruction (AFI) 33-202, Computer Security; CJCSI 6215.01B (Policy for DoD Voice Networks, DSN Certification); and DoD Instruction 5200.40 "DoD Information Technology Security Certification and Accreditation Process" (DITSCAP), December 30, 1997. Operational density/mission parameters are 700,000 users at 108 fixed bases worldwide, with provision for remote deployment of up to 20% of users.
