- ITEM ? REMOVE STARBOARD ANCHOR WINDLASS GEARBOX AND REPLACE WITH NEW GOVERNMENT FURNISHED GEARBOX 1. SCOPE The intent of this item is to renew Starboard Anchor Windlass Gearbox onboard USCGC HEALY. Government Furnished Property: a. Planetary Gear Box, Brevini Part # PDL 203 FE 250 ? F- AAJ b. Denison Hydraulics Seal Kit Part # F23-05994-0K 2. A ship check by the prospective bidders is recommended. The Contractor shall provide all labor and material, with the exception of any Government Furnished Property listed above, to accomplish the following: 3.1 PERIOD/LOCATION: All work shall be accomplished onboard USCGC HEALY (WAGB 20) 1519 Alaskan Way South, Seattle, WA. 98134 and shall be completed from 05 MAY 2003 to 23 MAY 2003, Monday through Friday from 06:30 ? 15:00. 3.1.1 The following compartment will be affected: 1-9-0-A, Deck Equipment Handling Room Note: The compartment is located 1 level below the main deck. The contractor is responsible for supplying crane and truck service for transporting the Government furnished equipment, tools and materials to and from USCGC HEALY. 3.1.2 The Gear Box is a: MFG Model QTY APPROX Wt. Brevini PDL 203 FE 250 ? SAE ? F AAJ 01 1,100 lbs. 3.2 INTERFERENCES 3.2.1 The contractor shall remove or protect all interferences to the work. Interferences include, but are not limited to air intake vent ducting, cable run supports, electrical junction box and deck plating. All interferences that are removed shall be tagged to facilitate proper reinstallation. Obtain verification from the CG Inspector for the protective measures taken for equipment not removed. 3.3 TAG OUTS 3.3.1 Prior to commencing any work, secure, isolate and tag-out all affected mechanical, piping, and electrical systems in accordance with reference 2.1.f. A HEALY crewmember will accompany the Contractor for the purpose of verifying and signing tags, and will assist in locating all items required to be secured or isolated for work on this item. Caution: Multiple sources of power may be present. Ensure all power sources are secured and tagged prior to the start of any work. 3.4 REMOVALS & REINSTALLATION 3.4.1 Contractor shall ensure that pressure has been bled off the hydraulic system prior to breaking any lines. Drain and discard all fluid in the sump and to the last isolation valve IAW all applicable Federal, State and local laws. Install temporary protection (caps) over all hydraulic lines to prevent leakage onto the decks. All spills will be cleaned up and properly disposed of within one hour of its occurrence. 3.4.2 Unbolt and unship the starboard anchor windlass reduction gearbox and hydraulic motor. Move Gearbox unit to a clean, dry, and covered shop as directed by the CG Inspector. This shop will be located on the USCG Base at 1519 Alaskan Way, Seattle, WA. 98134 3.4.2.1 Disassemble attached hydraulic motor IAW Ref. 2.1.g to obtain a thorough visual inspection of motor lobes and shaft. Conduct visual inspection with the CG Inspector and submit a CFR documenting conditions existing and repair recommendations. Re-new motor seals with Denison Hydraulics Seal Kit # F23-05994-0K. Any additional repairs needed on the motor will be subject to a possible contract change. 3.4.3 After retrieving the USCG supplied Reduction Gearbox from the storage area on the USCG Base at 1519 Alaskan Way, Seattle, WA. 98134 and completing a joint inspection of the Gearbox with the CG Inspector, transport unit back to USCGC HEALY, and re-install unit onboard IAW 2.1.g. 3.4.4 Prior to conducting any testing and in the presence of the CG Inspector, ensure that the gearbox gear oil sump is completely filled with EP 90 Oil, MIL-L-2105-C IAW 2.1.g ( found on page 5-69). Pull out the lower and middle inspection plugs to ensure oil is present. Fill gear box sump until sight glass reads full. 3.4.5 After USCG authorized repairs of the Hydraulic Motor are complete, reassemble, ship/transport unit back to USCGC HEALY, and re-install unit onboard. 3.4.6 Reconnect associated piping. Ensure that hydraulic system is completely re-filled and ensure that any entrapped air in the system has been bled off. 3.4.7 Prior to conducting any operational tests take samples from both the Hydraulic and gearbox sumps to the Coast Guard inspector to ensure that no contaminants are present IAW Ref. 2.1.i. 3.4.8 Re-install any removed interferences. 3.5 Upon acceptance of work, restore all affected systems to normal operating condition. Clear all system Tag-Outs in accordance with reference 2.1.f. In the presence of the CG Inspector and HEALY representative, conduct operational testing of systems affected by the work. 3.5.1 With the CG Inspector and a HEALY representative present, operationally test the Anchor Windlass Gear Box at: 30 minutes paying out low speed 30 minutes paying low speed 30 minutes paying out high speed 30 minutes paying high speed NO LOAD **Monitor the Gear Box for Abnormal Gear Noise and Heat as compared to the Port Anchor Windlass Gear Box. Abort test if any abnormal noises are heard or excessive heat is detected and investigate the origin. Do not restart testing until authorized by the CG Inspector. 3.5.2 Drop and raise the anchor to the waters edge 3 times. LOAD **Monitor the Gear Box for Abnormal Gear Noise and Heat as compared to the Port Anchor Windlass Gear Box. Abort test if any abnormal noises are heard or excessive heat is detected and investigate the origin. Do not restart testing until authorized by the CG Inspector 3.6 RESTORATION 3.6.1 Restore all interferences. 3.6.2 Touch-up painted surfaces which were damaged during removal or installation of components. Paint new surfaces in accordance with Reference 2.1.k. 3.6.3 Coating Application: Apply all paint in accordance with reference 2.1.k. Verify that proper temperature and humidity exist for paint application. Ensure compliance with local, state, and federal Volatile Organic Compounds (VOC) laws and regulations.
