Description
The Naval Air Warfare Center Weapons Division, China Lake, CA, intends to award a firm-fixed price, indefinite-delivery, indefinite-quantity (IDIQ) type contract for lithium thermal batteries (Part Number EAP12165) to Eagle Picher Technologies, LLC, Joplin, MO, to support the telemetry systems for the Sidewinder Missile Project training rounds. The batteries will be physically attached to the item to provide primary power to the telemetry system during flight-testing. The batteries must meet the required form, fit, and function requirements of specification AS-1989A (Naval Air Systems Command Department of the Navy Critical Item Product Fabrication Specification for Thermal Battery) and Drawing 639AS9458A (Source Control Drawing for Battery, Thermal, Lithium) for a preexisting missile telemetry fabrication package. Output Voltage and Duration: The battery shall supply 24 to 34 Vdc when loaded by 14.9 to 15.1 ohms for at least 60 seconds over the operating temperature range of ?40 to +71 degrees Centigrade (C). Exceptions to the following paragraphs of Specification AS-1989A, as specified on Drawing 639AS9458A: Output Voltage Rise Time: Output voltage shall rise to 25 Vdc within 270 milliseconds (ms) after application of 2.0 amps when loaded by 14.9 to 15.1 ohms at any temperature from ?40 to +71 degrees C. No Fire: The battery shall not activate when a current up to 0.5 amps is applied for 30 seconds through the activation terminals. Activation Terminal Resistance: The resistance between the battery activation terminals shall be 0.6 +/-.2 ohms. Activation signal: The battery shall activate when 2.0 amperes direct current for 30 ms minimum duration is applied between terminals "S" and "SR" at any temperature from -40 to +70 degrees C. Batteries are 2 inches in diameter and 1.75 inches high maximum, shall meet all requirements after a minimum storage shelf life of 5 years, and must be qualified for missile application. To qualify a product under Drawing 639AS9458A, a vendor shall submit four Qualification units that meet all the requirements of specification AS-1989A and Drawing 639AS9458A. The vendor must, at their own expense, submit four Qualification units, including test data, for evaluation and testing by the procuring activity. The Qualification units shall be manufactured using the same methods, materials, parts, processes, equipment and procedures proposed for production. Each Qualification unit shall meet all specified requirements. Failure of any Qualification unit to meet any of the requirements specified shall be cause for rejection. A minimum of 100 units each will be ordered at contract award and a maximum of 500 units each may be ordered over the 5-year term of the contract. Delivery will be FOB destination to NAWCWPNS, China Lake, 32 weeks after the effective date of the delivery order. This procurement will be awarded on a sole source basis to Eagle-Picher Technologies, LLC, Joplin, MO, because they are the only known source with a lithium thermal battery that meets the required form, fit, and function specified in the preexisting missile telemetry fabrication package and has been qualified. Respondents, other than the above, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contract Specialist within 45 days after CBD publication of synopsis. The solicitation package, including specification and drawing, can be requested in writing by fax at 760-939-8186 or e-mail at erin.strand@navy.mil. The solicitation will be issued on or about 12 May 2003. The anticipated contract award date is 14 August 2003. Proposals will be accepted by fax at 760-939-8186. All responsible sources may submit a proposal that shall be considered by the agency. Numbered Notes: 22 and 26.
